Our client is a global group of energy and petrochemicals companies.
Responsibilities:
- Provide overall commissioning engineering expertise to project activities
- Review and contribute to the Detailed Design contractor's production of the mechanical deliverables
- Assist with all mechanical aspects related to equipment selection, design, installation, commissioning and start-up planning
- Conduct project team member briefing sessions with respect to engineering requirements and processes
- Review and provide discipline input to the Mechanical aspect of the Mechanical engineering aspect of the System Completion Tool
- Prepare and submit engineering progress data, including narratives, charts, graphs, etc. on mechanical engineering issues to the Engineering Supervisor as required
- Provide mechanical engineering input for Hazard and Operability (HAZOPS) reviews
- Provide mechanical engineering input for Risk Management activities, as appropriate
- Review Piping and Instrumentation Drawings (P&IDs) for safe and operable features
- Provide commissioning guidance and advice to the Detailed Design contractor's engineering and design organization
- Contribute to and attend Inspection and test plans, including plans for Factory Acceptance Tests (FATS) and Site Integration Tests (SITs)
- Contribute to the development of an overall commissioning and start up logic and schedule, to ensure seamless transition and handover from Construction to Commissioning and to Operations.
- Contribute to contractor's CSU team staffing, including staffing plans, and personnel suitability and adequacy
- Support the establishment of the strategies, plans and targets for the commissioning phase to ensure that key project objectives are met in respect to HSE, quality/ performance, schedule and cost.
- Support the implementation of the Flawless Project Delivery in the execution of pre-commissioning and commissioning activities if required.
- Monitor material and equipment delivery and ensure storage, preservation and maintenance are performed and recorded, in line with vendor requirements.
- Review and comment on the Contractor’s documents including method statements, ITPs, work procedures and practices.
- Drive the Contractor’s completion plan and transition from area to systems completion, pre-commissioning and handover.
- Lead the CSU Operations team in the execution of Commissioning & Start-up activities.
- Contribute to the development of an overall commissioning and start up logic and schedule, to ensure seamless transition and handover from Construction to Commissioning and to Operations.
- Contribute to the development of the required overall progress monitoring tools for the commissioning and start-up phase.
- Verify and validate the contractor’s compliance with its scope of work in support of the mechanical commissioning activities.
- Support the development of the commissioning management system and business controls as required to ensure overall project objectives are met.
- Ensure the alignment of pre-commissioning and commissioning activities in accordance with the Project Completion and Handover Procedure.
- Provide technical support in the resolution of technical issues during commissioning & initial start-up phase of the project.
- Support in the Handover of all assets to the Operations organization at Final Handover in accordance with the Completions and Handover Procedure.
- Support in the capture of CSU Lessons Learned (LL) and Practices Worth Replicating (PWR) and integrate as appropriate, into the overall Project LL/PWR Database for sharing with the Operations organization and other Projects.
- Ensure availability of commissioning & start-up resources and spare parts in his assigned area of responsibilities.
- Ensure that the pre-commissioning and commissioning activities are properly organized, scheduled and conducted in a structured and safe manner, to test and certify that the installed equipment, comply with the agreed performance parameters indicated in the design documents and specifications.
- Take proactive measures and maintain strict follow-up for mitigation of impact on delays/constraints to the overall commissioning & start-up schedule.
- Responsible in providing KMPA remedial actions on defects or failures that may occur during the CSU phase and verify/validate the remedial actions undertaken by the Contractors in accordance with the CSU Defect Correction Procedure.
- Participate in audits and reviews, as required, e.g. pre-start-up audits, Final Acceptance Audits, Performance Testing, Post Implementation Reviews etc. and make relevant recommendations.
- Support in the Handover of all assets to the Operations organization at Final Handover in accordance with the Completions and Handover Procedure.
Recuirements:
- Qualifications: Higher technical qualification or equal.
- Experience: Seasoned (+15 years) technical or operations professionals with a background in either of Production/ Maintenance Operations, Asset management and/or Project supervision (e.g. Commissioning) with demonstrable experience in the areas of interest for the job.
- Experienced in leadership roles
- Must be a self-start, highly motivated leader with a proven track record who can recruit, create and develop a team. Fully conversant with Project Management Systems with extensive knowledge of Project Completions/ Construction/ Commissioning practices and procedures. IT Literate (Excel/ Word/ Powerpoint / etc.).
- Good communication and analytical skills are essential.
- Working experience on part of, or the entire, ORP Project life cycle (from conceptual design through to final commissioning and handover) and/or in the frontline Oil and Gas production operations is desirable.
- A HSSE driven mindset.
- Knowledge and understanding of relevant codes and procedures.
- Ability to work independently but also as part multi discipline, multicultural team.
- Be able to perform coaching and mentoring role for developing staff.
- Exposure to onshore Operations and/or Project experience will be an advantage. In addition, experience in working in harsh geographical and /or technical environments (e.g. temperature extremes, high pressure reservoirs) would be beneficial. Commissioning experience on a major EP Project would be an advantage.
