The Aga Khan Development Network (AKDN) is a group of development agencies with mandates that include the environment, health, education, architecture, culture, microfinance, rural development, disaster reduction, the promotion of private-sector enterprise and the revitalisation of historic cities. AKDN agencies conduct their programmes without regard to faith, origin or gender.
One of the main tasks of Aga Khan Foundation in the Russian Federation is improvement in the quality of life of migrants through effective initiatives in the areas of health, education and society development.
Main Duties and Responsibilities:
- Develop and update standards and relevant protocols for Results Frameworks, Performance Management Frameworks design at the stage of proposal development for new projects.
- In cooperation with Programme Officers (PO) revise existing and/or develop new Results Frameworks, Performance Management Frameworks and Theories of Change for AKF-Russia programmatic activities.
- Develop MERL-related ToRs for external consultants, including Time and Knowledge Nazrana (TKN) volunteers, and coordinate their assignments. Assist HR Officer in development of MERL-related sections in ToRs of programme staff with MERL functions.
- Develop detailed MERL budgets for review and approval by AKF Board and potential donors; integrate MERL budgets into thematic programme budgets.
- Provide technical support and advice on routine monitoring, data collection and data management to POs and their Assistants, i.e. development of data collection plans, selection/development of data collection tools and data management systems; in cooperation with Programme Officers develop a data quality assessment system for routine monitoring.
- On the basis of the existing M&E Plan for lower-level outcomes evaluation and upon completion of AKF-Russia Strategy develop a new plan for conducting evaluation, research, data analysis and reporting, potentially at the level of programme-wide, cross-sector higher level outcomes.
- Continue implementation of the existing M&E Plan. Coordinate the process of data collection and entry in outcome evaluations (manned by M&E volunteers), refine indicators and data collection tools, maintain databases, analyse data, present and/or communicate findings and recommendation to AKF-Russia programme staff and community members.
- Coordinate a process of data collection on the unit’s beneficiaries reach by a set of theme-specific global indicators and its submission through electronic web-based systems; serve as a focal point for data analysis and reports/dashboards production.
- Regularly report on progress and achievements of AKF-Russia - collate quarterly CEO reports and Programme reports, prepare information notes and briefs for AKF HQs and key stakeholders.
- Coordinate development and implementation of a new internal planning and management system.
- Liaise with AKF branches and affiliates and AKDN agencies on MERL-related matters of mutual interest; serve as a member of Global MERL Focal Points Group for Russia.
- Contribute to development of the overall programme strategy within the framework of AKDN Country Strategy and Board guidance.
- Undertake other tasks assigned by the CEO of the Representation Office of AKF-Russia.
Required qualifications:
- Minimum Master’s degree in international development, sociology, economics, business administration;
- Experience of minimum five years in the development sector, including health, education, early childhood development and civil society;
- Proven ability to coordinate output data collection in complex programmes, reporting up and down;
- Proven ability to conduct end-to-end research projects: design, data collection, management and analysis, data visualisation and communication to decision makers and key stakeholders Management experience in an international programme or agency. Experience with mobile data collection is an asset;
- Language skills: Fluent English and Russian;
- IT skills: MS Office (advanced user), SPSS Statistics, knowledge of mobile data collection platforms and qualitative data analysis software is an asset;
